When typing on WINDOWS program everything is selected then everything is deleted on next stroke How can this be stopped?

If you are referring to Word in particular, it happens because "Typing replaces selected text" is enabled. See the related link for a video on how to disable it.
If, on the other hand, you are asking how to disable it on the whole operating system, it's not possible and your typing in different programs depends on the program itself.
