The Tanakh (Hebrew Bible) does not state where Haggai was born. It seems that he was born in Judah (Judea) before the Babylonians exiled the Jews. He was among the Jews who returned to Judea in the time of Zerubavel and Ezra.

Work was begun with the permission of Persian King Cyrus under the leadership of Zerubavel; and after a 20-year hiatus, the building was continued and completed during the reign of Darius II, under the leadership of Ezra and Nehemiah, at the urging of the prophet Haggai.
Several tens of thousands of Jews returned; some under Zerubavel, and others a couple of decades later under Ezra and Nehemiah.
