It never actually occurred. Scientists have never found a shred of evidence for this in other contemporary sources. The Romans - always meticulous bookkeepers in the countries they occupied - would certainly have mentioned a mass murder on this scale as it would have seriously shocked them.

The story appears only in the Gospel of Matthew. Matthew went to great pains to prove the 'legitimacy' of Jesus as the son of God through the use of several stories that invariably end with the words: ".....and so was fulfilled what the Lord had said through the prophet... followed by a quote from the Old Testament. In this case the story of the massacre and Jesus' preceding flight to Egypt with his parents was written to 'fulfill' the quote from the Book of Hosea: "Out of Egypt I called my son."

Basically, Matthew made up several stories just to fit Old Testament predictions on how the coming Messias was to be recognized when he came. Remember that at the time he wrote his Gospel, he had to 'sell' Jesus as the real Messias to a Jewish community that had seen several other self-proclaimed Messiases come and go through the ages.
