The year 1898 is favorable but the annexation term may not be. Spain ceded Guam, the Philippines, Puerto Rico and Cuba to the United States at the end of the Spanish American War a token sum of $20 million dollars. It was a clean deal concluded by the Treaty of Paris but unfortunately the process was ill defined by the occupants that changed Colonial Masters which resulted in the Philippine War and other skirmishes that lasted for decades.
Some of the resentment was manifested in Puerto Rico which included a strong Nationalist sentiment which exists today. Statehood is secondary to total independence like Cuba and the Philippine's achieved (at a very grave cost). Efforts to ameliorate the differences have been long and costly.
