The first permanent white settlers arrived in the summer of 1847 and began to build the city. Prior to that it was occupied by several Native American groups, most notably the Utes, and traveling fur trappers and explorers.

It was the first city settled in Utah. It was the geographic head for religious, government, social etc. Fillmore was named the territorial capitol but when Utah became a state and because of the significance of Salt Lake City, it was named the state capitol.

Salt Lake replaced the city of Fillmore as the territorial capital in 1858. In 1896 it became the official state capitol when Utah gained statehood.
