on December28,1941, to save the city from further destruction.
The Japanese however continued to drop bombs all thru the night.
Open city meant that the Fil-Am Forces were retreating and the
Japanese Imperial Forces could take the city without any resistance.
Mc Arthur declared that Manila is an Open City because Manila is near to destroy by the Japanese so they decided to call Manila as an open city so that to avoid more destruction. "This declaration is another way of saying that Manila is not under the Americans or anyone anymore so stop attacking it." It is called such because since it's under no military governance and thus anyone can enter it peacefully.
