There are two stamps fitting that description, both blue. The more recent was issued on 2 December 1954 and American collectors call it Scott number 1038. It shows President Monroe nearly full face. A three cent stamp will be good forever for US postage. Every US stamp issued since 1861 is valid for postage.
Scott #1908 was first issued in 1981.
You are probably looking at the Green 1 cent Scott number 1209 or 1225 which were issued in 1962. They have minimal value and would cost you 15 cents used or mint from a dealer. A dealer probably wouldn't even consider buying one from you, you'd be better off using it for postage.
