The construction of the Colosseum was started in 70 AD by emperor Vespasian. His son and successor, Titus, inaugurated it in 80 AD. Titus' younger son and successor, Domitian, made some modifications during his reign (81-96 AD).
The Colosseum was actually called the Flavian amphitheatre (Amphitheatrum Flavium) because the three mentioned emperors were the emperors of the Flavian dynasty. Colosseum has long been believed to be a nickname derived from a colossal statue of Nero nearby (the statue of Nero was named after the Colossus of Rhodes).
The Flavian Amphitheatre (this was the real name, Colosseum is a nickname) was opened in 80 A.D. by the emperor Titus who completed it and added the fourth tier after the death of his father and predecessor, Vespasian, who commissioned its construction. His brother and successor, Domitian, added the hypogeum, a series of underground tunnels under the arena which housed animals and slaves and a gallery to the top tier to increase its seating capacity.

No. The Colosseum was completely functional when it was opened by the emperor Titus. However Domitian, who followed Titus as emperor, added the awning for shade and also added an underground tunnel leading from the gladiatorial barracks to the Colosseum's "basement".No. The Colosseum was completely functional when it was opened by the emperor Titus.
