The answer really depends upon what you mean by "church". If by this you mean the belief organized around the teachings of Jesus of Nazareth, then the answer would be his fellow Jews with the popular backing of the Roman Government. If you you mean the Catholic Church then the answer is pretty much everybody, but only because the date of the founding of the church as an organization is not clear. However if you take the teachings of The Bible in it's most literal interpretation and organized belief of the One God as the meaning of "church" then Cain was the first to persecute the faithful of God for the manner in which his brother Able worshiped.
