In the US, a public school is a state run school. It is hard to know what the first school was under this definition. Clearly there were schools financed at public expense in the Roman Empire, especially if you include schools set up by emperors by decree. The Byzantines had a primary school system open in 425 AD. The oldest state run school in the world is said to be Beverley Grammar School, which was opened in Northumbria in 700 AD.
