I cannot be sure but I believe among the first civilian gas masks was the French 'Tampon T' which consisted of a chemical-inpregnated pouch attached to the face by a strap. A separate pair of goggles was usually issued to protect the eyes of the wearer. Personally I would speculate that this mask was hastily designed and distributed during WW1 when it became apparent that gas was being used as a weapon, as it doesn't offer great protection but of course is better than a face full of chlorine or mustard gas!
