The United States presidential election of 1789 was the first presidential election in the United States of America. Elections held in this manner were described by Article II, Sec. 1, Clause 3 of the newly established Constitution.

Article II, Sec. 1, Clause 3 states:

The Electors shall meet in their respective States, and vote by Ballot for two persons, of whom one at least shall not lie an Inhabitant of the same State with themselves. And they shall make a List of all the Persons voted for, and of the Number of Votes for each; which List they shall sign and certify, and transmit sealed to the Seat of the Government of the United States, directed to the President of the Senate. The President of the Senate shall, in the Presence of the Senate and House of Representatives, open all the Certificates, and the Votes shall then be counted. The Person having the greatest Number of Votes shall be the President, if such Number be a Majority of the whole Number of Electors appointed; and if there be more than one who have such Majority, and have an equal Number of Votes, then the House of Representatives shall immediately chuse by Ballot one of them for President; and if no Person have a Majority, then from the five highest on the List the said House shall in like Manner chuse the President. But in chusing the President, the Votes shall be taken by States, the Representation from each State having one Vote; a quorum for this Purpose shall consist of a Member or Members from two-thirds of the States, and a Majority of all the States shall be necessary to a Choice. In every Case, after the Choice of the President, the Person having the greatest Number of Votes of the Electors shall be the Vice President. But if there should remain two or more who have equal Votes, the Senate shall choose from them by Ballot the Vice-President.

(This procedure was changed by the Twelfth Amendment in 1804.)

George Washington was the first President to be elected and win the majority of electoral votes (69) as well as the popular vote (36,101 or 93%). He carried 8 of the 10 states that participated in the election. North Carolina and Rhode Island were ineligible to participate since they had not ratified the United States Constitution yet.

New York failed to appoint its allotment of eight electors because of a deadlock in the state legislature. There were 12 men being considered for the position of President at that time in 1789. These men were also being considered for the position of Vice President of which John Adams received the largest amount of electoral votes (34) as well as the largest part of the popular vote (2,716 or 7%).

Only 1.3% of the population voted in this election.

The presidential election is held on the the Tuesday in November that lies between the 2nd and the 8th every 4 years. This is actually the indirect elections where voters cast ballots for the U.S. Electoral College. The actual presidential election where presidential electors who will actually elect the president/VP will be held on December 17, 2012.

The first election was in 1788 and 1789. However, it was done in state legislatures who chose the electors for their state. Gradually the people were allowed to vote for these electors. At first only land-owners could vote. 1828 is generally cited as the year that most male citizens were allowed to vote.
