The date is before recorded history, the earliest wheel that's been discovered is around 8000 years ago or 3700 BCE. The earliest known wheel was a potter's wheel that dates back to 3500 B.C. The earliest known use of the wheel for the use of transportation dates back to 3200 B.C

The wheel was invented by the Mesopotamians, who inhabited the Fertile Crescent between the Tigris and Euphrates Rivers, otherwise known as modern-day Iran. They were the first known civilization, and existed in the BC years, though I don't remember exactly what years those were. Estimated Mesopotamian chariots in 3200 BC,

the oldest recorded civilization to use a wheel where the Egyptians 2000BC

but to whom actually created the wheel is very hard to tell.
