Best Answer

For religious affairs and ceremonies.

Answer 2:

Many early religions felt that high places, especially mountain tops, were sacred and, perhaps, homes of the gods. This is evident in some Bible passages; also, Mt Olympus was the home of many of the Greek gods. The early cities in Mesopotamia were built in the river valleys; perhaps it became inconvenient to go traipsing off to the mountains for all the religious festivals. If the people could not go to the mountain, the mountain had to come to the people.

Some were made with a mud brick core faced on the outside either with fired bricks or with stone or, some entirely of mud brick (such as the actual tower of Babel in Babylon which has been found and is not a fable), and some completely of stone, as in South America.
