The developer (Mojang) has released updates for minecraft: Pocket Edition. The last update as of this writing was on 12/18/13.
If it's on a kindle tablet here's what you do you go to the store then type "minecraft" in the search bar then you go to minecraft and if you see the 3 line thing you click on it and it show things so just tap update and you click minecraft again then you click update

As of May 01 2015, you are unable to play with each other on minecraft, this may be added in a future update.
In order to have villages they would have to update minecraft pe and it would probably take up too much space on your iphone/android.
Unfortunately, there's no way to update it. You will have to buy a new Android device to get the newest Android version.

Mojang never really releases the dates for any updates, when they update the Apple version they usually upgrade the other versions as in Android, Tablet, etc. At same time.

When an update is released Minecraft will ask you if you want to update as it starts.You can update Minecraft manually by downloading the version, weekly update or pr-release you want as minecraft.jar, and replacing the minecraft.jar in the bin folder of the Minecraft directory
You can't "downdate" minecraft. You can only update it. But you don't have to update it.
You can do much of the same things on the Android version of Minecraft, Minecraft: Pocket Edition.
