Currently, over 75% of the Chinese population supports the One-Child Policy and the government believes that it is responsible for lowering the current population by 3 to 4 million since it's inception.
Thus, they consider it a great success as overpopulation contributes to an enormous number of societal problems including poverty, epidemic, a strained ecosystem (more people = more need for farmland and energy which destroys the habitats of animals and increases pollution), and overwhelmed social services.
Currently, China's population is around 322 million so even with the One-Child Policy they still suffer greatly from overpopulation. This is exacerbated by the fact that advances in medical care have led to greater longevity. Around 25% of their population is now elderly, and while it is a strain for the young generation to support them eventually these tens of millions of elderly will pass away and the One-Child policy may have then finally controlled China's overpopulation to a point that it is no longer in place.
