Some areas which have stopped mining coal for various reasons still have millions of tons underground which can be accessed using more modern methods to extract the fuel without sending men underground.

No he plans on giving $10 Billion to the discovery of new and better fuels. This includes clean coal. Coal that doesnt harm the envirnment as much. This would probably increase the amount of coal used in this country. Actually coal accounts for almost 40% of the US carbon emissions footprint. Even if the expensive and unproven clean coal technology comes through, we only have a 100 year supply of coal in the US. It will not open up jobs and will cause asthma and might cause toxins to run into our underground water supply.
