I would buy or build a rotary phase converter. You can build your own from a old three phase motor. Plans are available on the internet, I have built several and installed manufactured units. The rotary units seem to provide good stable three phase power and are not any trouble to maintain.
Do you need a lot of three phase power all the time or do you just have one small device to run some of the time? If you need a lot and most of the time then why not contact your local electricity supply company and get the supply changed over? This will mean paying a fee and replacing the 'consumer box' (or whatever it is called where you live) - more expensive initially but using a rotary converter could cost more in the long term as they are not 100% efficient and waste some power, also mechanical devices always fail eventually and the day it dies you have no power until you get a new one built/installed. But your best choice depends on what you are trying to do, and why.

∙ 10y agoA 3-phase service is usually available from a local substation so, if the question is asking about how to get a 3-phase service put into a home or some other site, such as a garage or a workshop - so that equipment requiring a 3-phase service can be used - the answer is to ask your local electricity service supplier to install a 3-phase panel and outlets for you.

The grid that supplies local substations works at a range of higher voltages for power distribution as 3-phase. The generating plants which supply the grid have 3-phase generators installed, usually running from steam turbines.
A typical common use of 3-phase in UK/Europe is to feed a street of houses with a 400 v 3-phase 4-wire supply. Each house is supplied from one live wire and the neutral, which gives a 230 v single-phase supply. 230 = 400 / sqrt(3).
Over a group of houses the currents drawn are expected to average out so that the total on each phase is roughly equal. The group is fed from a transformer of up to 1000 kVA connected to an 11,000 volt 3-phase 3-wire supply, and that supplies 200-300 houses.

In North America homes seldom require three phase services. Apartment buildings use a three phase service of 120/208 voltage. It is supplied the same way as single phase services. The only difference is the service Transformers to the home. There will be a bank of three single phase transformers connected in a wye configuration to supply the service. The larger appliances in the apartments will be designed to operate on 208 volts instead of the regular 240 volt supply.
