Go to - My Documents -Ea Games -The Sims 2 Delete the entire The Sims 2 folder. Then go to your game. The game will automatically create a new The Sims 2 folder. If you have custom content installed and don't want to delete it, before you delete The Sims 2 folder, move the Downloads folder to Desktop, delete The Sims 2 folder, go into your game, then exit out of it and move the Downloads folder back into The Sims 2 folder.
You need to download CC from sites like modthesims.info, and make a folder in your The Sims 2 folder (documents/ea games/the sims 2, not program files) called Downloads. Place the unzipped/unRARed file into your downloads. Note that downloading in-game CC like the Ford cars makes that folder automatically.

Its quite easy! What you do first is go to My Documents/EA Games/The Sims 2 then you need to create a folder inside your Sims 2 folder. Name it Downloads. Next thing you need to do is install WinRAR or 7Zip, which is an archiver and decompressing software. Most Downloads (Custom Content as they are commonly called) is compressed for easier downloading and storage. When your software is installed go to Download something (such at Mod the Sims), unzip to your Downloads. To do that open the downloadand select "Extract" and select the path (My Documents/EA Games/The Sims 2). Click OK.
