Because helium, being lighter and less dense than (mostly nitrogen) air which is normally exhaled over the vocal cords, offers less resistance to the movement of the vocal cords, the cords are then able (with the same degree of tension as is imparted by ordinary conscious effort) to vibrate more rapidly, this creating higher sound frequencies than intended.
