When you get a new personal computer how do you transfer all your files and bookmarks from the old one to the new one?

There are a couple of ways. For around $100, you can buy a backup hard drive that plugs into a USB port. Then you can copy everything onto the drive and then plug it into the new machine and copy all of that. It also gives you a back up ability if your computer dies. Or you can use a small memory stick if you don't have a lot. The bookmark file is pretty small.
