The release of the eggs (and thus menstruation) is mainly affected by the hormones estrogen and progesterone. When a female starts taking testosterone, which is a very common part of transitioning from female to male and usually precedes any surgeries, the effects of the testosterone overpowers the effects of the estrogen and progesterone. So, if a transsexual man just takes testosterone, it is fairly likely that he will no longer have periods. Some people, though, continue to have periods while on testosterone. However, this doesn't mean that they can become pregnant, since testosterone is not conducive to fertilization of the egg.
To the non-transsexual community, a "sex change" often refers specifically to genital surgery, that is, surgery (such as metoidioplasty or phalloplasty) to make the recipient's genitals look more phenotypically male. Such a surgery is mostly only cosmetic and does not affect function of the internal reproductive organs. However, some transsexual men get hysterectomies (removal of the uterus), which definitely prevents menstruation, since there is no uterine lining to be shed, or oophorectomies (removal of the ovaries), which can prevent menstruation by decreasing amounts of estrogen and progesterone produced by the body.
