According to standard Facebook procedure anyone can be your friend pending your approval. It does not matter wheather you or the other person sends the friend request.

When you find them and are at their own page, you should see a small box next to their name at the top of the page, which says "Add as a Friend." Click on that and a larger box will appear. In that one, click on "Send Request" and your request to connect with that person as a "friend" on facebook will go to them. If they accept, you are in! It may take a while for them to respond. Some people don't check their Facebook activity for long periods. You will also have the option, when that larger box appears, of including a message with your Friend request. You could say something to them, if you want them to know who is asking, or for any other reason.
