It is said pedestrians should walk at the side of the road against (and away from) vehicular traffic, so they would visually see the vehicle coming towards them and thus know if/when to walk more to the side, so as to avoid collision.This way, both the driver and the pedestrian see each other. A safety precaution it would seem
I see these signs quite a bit. Share the road means that there's likely going to be bikes and/or pedestrians using the road with the cars. You'll often see these signs in a city, near a park, near a bike trail, etc. A likely location for this sign would be somewhere where there isn't a sidewalk for the pedestrians and bikes to use.
Stop before crossing the sidewalk (if any) or curb line then - look and see if any cars are coming, and then if no cars are coming, drive onto the roadway.

Pedestrians MUST look both ways before they cross streets, and NOT expect crosswalks to automatically protect them. Drivers OFTEN do not see pedestrians, and drivers do not often notice crosswalks. Drivers may be from out of town, or may not have driven on that particular street before. Pedestrians must not ASSUME that drivers will automatically stop for pedestrians at a crosswalk; and pedestrians must not ASSUME that drivers always see them.
If there is a crosswalk, use it. Wait for the walking person icon before walking.Stop, look, and listen. Stop before crossing. Look both ways a few times to make sure you see no cars approaching. Listen for car engines. If all is clear, cross.If you have a bike, skateboard, or scooter, do not use them while crossing.Think safety first and cross the road!

Pedestrians are people walking to and from somewhere. They are not on bikes, in cars or other mechanical methods of transportation. So you could see them on sidewalks and sides of roads.
