When the key is in the "start" position all accesssories are designed to be "locked out" to concentrate all the available power to the starting circuit. How about the "on" position - do accessories have power at that position? - if not could be a bad ignition switch

No. with the steering wheel locked you need to move it in the opposite direction so that you can turn the ignition, otherwise you're causing more problems for yourself.So whatever direction the steering wheel will turn(i think left) is the way you should turn it and then flip the ignition.
have you tried pushing in on the ignition as you turn it.you may have to push hard.that should be just a new ignition,otherwise it could be in the ignition circuit. I also had this problem and the dealership could not fix it. so I replace the Ignition switch and that fixed the problem.
Could have something to do with the shifter not going all the way in to park. The key may be excessively worn, the pin that locks the steering wheel may be hung up, the lock and tumbler may be bad....
