When you try to start your Prizm you have to repeatedly turn to start position until it finally engages the starter The other morning the starter would not disengage even after turning the key to off?

I am not experienced nor familiar with your vehicle, but... The problem you describe is not uncommon. There could be several causes, and without personally doing a "hands-on" troubleshooting" of your vehicle, NO ONE here can be sure of the specific defect or cause.
Based on your description of symptoms, I suspect that the cause may be either:
- A defective starter solenoid, IF mounted on the starter,
- Worn out bearings, or bushings, inside the starter,
- A severe accumulation of carbon dust [from wear of the "brushes" on the commutator [contacts] inside the starter.
- A worn out "Bendix" gear on the starter which engages the teeth on the flywheel,
- Misalignment of the starter in relation to the ring gear on the flywheel.
There probably are other possible causes, but these are the ones that come to mind at the moment. Good luck.
