At least in the USA, a red light does not turn yellow. It turns green. A green light turns yellow, and then the yellow light turns red. IN THAT ORDER.
Unless there is a sign that specifies "continual turn on red," there is no obligation to make the turn until the light turns green.
Only if there is no opposing traffic to wait for, you can not turn in front of traffic.

It means that either turns can be made in the direction shown by the green light or that a stop must be made before turning in the direction shown. Either way, turns are permitted.

If it is a protected turn, then turn. If it is not a protected turn, wait for the oncoming traffic to clear and then turn.
I recall that NY State published a new rule (maybe 20 yrs ago) which stated that you should allow the first car facing you to make a left hand turn when the light turns green. Don't know it that is still in affect.
