Obviously your keyboard is the thing that is set to the wrong language. If you have a foreign keyboard and you don't have the Windows font for it(i.e. a Korean or Japanese one), CS:S won't know what the heck you are typing.

You use the 1-4 numbers on your keyboard.
You can use the scroll wheel or numbers 1-0 on the keyboard.
Do a search for "Arabic keyboard," and you should be able to find something that will give you both the Arabic letters and the English ones. One of the first few links gives you a very good keyboard.
There are various options of changing small letters to capital letters in Microsoft Word. You can use the task bar to change to upper case or press shift and f3 on your computer keyboard.

This usually means the keyboard driver is messed up. Usually a simple reboot will do the trick but sometimes you need to reinstall the driver. I would also change the batteries if it's a wireless keyboard.
Well on my keyboard when I change from English to Japanese @ and " swap places so to get @ I type ", and to get " I type @
Depending on the country some have their own letter characters above the traditional keyboard letters. Also you change the language setting on the computer to allow for interpretation of the different language.

The Playstation Controller can be used for the keyboard and will show up when the answer needs to be typed. You place the cursor over the spot that the letters need to appear and use the x key. That will cause a keyboard to appear on the screen and you must click on the letters or spaces until the word is ready to be entered. The right side of the screen also has a selection of complete entries that change as you fill in letters for your entry.
