When your opinion about how to solve a problem differs from your supervisor's, it usually best to follow what the supervisor says to do unless it's dangerous. Telling your supervisor your opinion may help. He may see your initiative and like your suggestion.

This is an ethics problem and the supervisor should be reported to the Human Resource Department. Supervisor should be reported to the Human Resource Manager.
Report to Supervisor,then proceed to search the document for investigate, continue solve problem as per Supervisor advise.
