Check the light bulbs to see if the filament is intact. If not replace the bulb. If your bulbs seem to be ok, you may need a new flasher.
Absolutely not. Before flashing lights were put on cars, hand signals were all that was available to indicate a turn. In fact, hand signals were once required (in Louisiana, at least) even if your vehicle had flashing signal lights. Well, you don't state the poblem, but if all your turn signals are not working and flashing as they should, replace the Turn Signal Flasher Relay.
If one turn signal is flashing fast it is to warn the driver they need to replaced either the front or back signal bulb.
