You need to have this issue checked out by a Professional Automotive Performance Technician [or at least someone who who knows what they are doing].
I suspect that the cure will be to adjust the "idle speed" of the engine "to specifications," which I also suspect will be an idle Rpm greater than that at which the engine is now set.
The circuit is simple .... headlamp bulbs to relay to fuses to switch .... ttroubleshoot those items and you'll find the glitch

Check to make sure that the tail light bulbs are in the correct sockets. Whenever there is a different watt bulb in an incorrect socket, braking may result in headlights and dash lights to light up.

No. The headlights on a 1994 are individual and bought as an entire assembly. 1998 had a slight body restyling with the bubble headlights, requiring only bulbs to be changed instead of the entire unit.
