I dont know about a 98', but on my 97' Rav4 the oil filter is located next to the oil dip stick. Put your hand on the oil dip stick, move your hand forward toward the engine, should be right in that area.
The 1998 Rav4 does not have a cabin filter.

Changing the oil filter on the 2008 RAV4 only requires changing the filter element. The filter element is located in the reusable oil filter housing located near the front of the motor below. If you have your owners manual the location is referenced in the book.
My wife has a 1997 RAV4 and hers is on the drivers side, under the fuse box. You have to pretty much remove the air cleaner and the fuse box to get to the fuel filter which makes this a difficult and rather complicated job unless you're mechanically inclined...

When you open the hood and are standing in front of the Rav4 the alternator is on the left hand front side of the engine. You will see a large pulley with the alternator belt on it to the left of the alternator.
