If you are contemplating the purchase of a land locked parcel you must determine PRIOR TO the purchase if there will be access granted over the public land. There may be an easement in the owner's deed, or, access may be unavailable. The present owner may have access that will expire upon the sale of the property. The state may have a right of first refusal to purchase the parcel. Acquiring such parcels would be in its best interest. The title to the parcel needs to be examined for rights of access.
