The Cardinals of the Catholic Church come from every continent, from various nations, and represent nearly every race.
There are no true natives of Vatican City. Of the 800-850 residents, only about 220 have Vatican citizenship and that includes the pope, all cardinals that are assigned to work in the Vatican as well as some members of the papal diplomatic corps.

No it is not. The Pope is the last absolute monarch in the world. He is elected by the college of cardinals (there is an age restriction of 80 on the cardinals permitted to vote). There are some adult citizens of Vatican City who are not permitted to vote. This is not democracy.
