You need a minimum of 2 brake lights, So if your car has 3 brake lights and one goes out, you are still legal. Some cars do not come equipped with 3 brake lights but others do such as a honda civic with a spoiler light do.

if the tail lights work but not brake lights then its most likely just a blown fuse or it could be the switch at the top of your brake pedal arm.
I had a similar experience on my 57 Chevy back in the 60's. 1. CheckFuse Panel fuse under Brake Lights. 2. Check bulbs High Beam filaments. 3. Withrunning lights on tap tail lights to check for wire grounding shorts. 4. Check flasher to see that the lights work. 5. This is what I discovered to be wrong: Look under Brake Pedal for the Brake Relay Switch button. It works in reverse like the button on a refrigerator or vehicle door. When the button is pressed in by the brake pedal it opens the circuit to the High Beam of the brake/running tail lights. If working by hand but not by the brake adjust it. If not working replace it. It is the Brake Lights Relay Switch.
Have you checked all the lights? Reverse lights, tail lights and brake lights?
open the hatch and look on the inside of the door jamb there should be 2 screws or 3 screws remove those and pull the light out.
You probably need to replace your brake light switch. It's near the top of the brake assembly, beyond a trim panel. The fact that all three brake lights don't work rules out problems in the multifunction switch (the cause of similar problems affecting only the two rear lights.)
There are several possible reasons why the brake lights don't work: 1. The bulbs are burned out. 2. The brake light switch, down by the brake pedal, has failed. 3. The turn signal switch has failed. 4. There are wiring issues.
Pop the trunk. Look on the inside where the lights would be on the out and there should be 4 little round yellow backs of bulbs. they twist out.
The beeping is a warning that the lights are on, so the answer is turn the lights off.
