Try replacing the flasher relay.

look under the dash on the left side and you will see the fuse panel. on there is a round unit that is the flasher for the turn signals. on the opposite side of the panal is an identical unit for the emergency flashers. P.S. they can usually be interchanged in an emergency.
The signal light circuit is separate from the emergency flashers. First check for a blown fuse, then check the signal flasher relay.
I BELIEVE that ( fuse #21 ) is a 15 amp fuse for the hazard flashers on your 1998 Ford Explorer Sport ( at least it is on the 1998 Ford Explorer four door )
