It rather depends on how you define the actual activity. You could measure it in terms of lava emitted, the size and number of earthquakes, the amount of daily movement, the rate of mountain-building and so on. In my humble opinion, I would choose the Mid Atlantic Ridge as the most "active" (certainly in terms of lava emitted) and India/Asia plate boundary as the second most active (in terms of number of earthquakes and mountain building), but I am sure that opinions would differ.
