The Chinese government never had much wanderlust, however Chinese people went everywhere. Almost every country has a Chinese community. (I think Zimbabwe is an exception).
Originally Chinese males (they left their wives, etc. at home) immigrated to California during the Gold Rush of 1849. Then in the 1860's more Chinese men immigrated to build the railroad thru the Sierra Mountains, which was completed on or around 1869. The eastern portion of the railroad was primarily constructed by Irish males. They both linked up in Utah (railroad completed).
During the Spanish Era, the Chinese went to the Philippines for merchandise and trade with Europe, Spain and other Malay countries. Another massive group immigrated to the Philippines in 1911 from China because 1911 was the beginning of Communism. A lot of Chinese including my ancestors didn't like the concept of Communist. So they fled, Some went to Vietnam, Korea, Japan and Philippines... When I say Some - it means 100s of thousand..) So don't assume all Chinese in the Philippines are there for business.
