all drain plugs are at the bottom of the radiator (the thing with metal fins at the front of the engine)on the side. it's not hard to find. it is a nut some times a wing nut for the ease of unscrew it.
The 2002 Tacoma engine block will have two coolant drain plugs on each side of the block. The coolant drain plugs will be near the front and the rear of the engine block.

Ive never heard of draining coolant plugs except on a diesel engine . Once you drain the coolant and flush the system it should be fine
There should not be a coolant drain on the engine block. You are probably looking at a freeze plug which should NOT be removed. The freeze plugs where openings for the original production/casting of the engine block and are sealed.

block heaters are kinda hard to install. you would have to drain your coolant and take out one of the freeze plugs. that's were the block heater gets put in to warm the coolant in the block.
The is no drain plug on the engine block. The only "plugs" there is, are freeze plugs, but those have to be knocked out and replaced with new ones, if you want to remove them.
drain coolant from radiator, remove one of the frost plugs in engine block, install block heater in place of frost plug, refill radiator with coolant.
