There should not be a coolant drain on the engine block. You are probably looking at a freeze plug which should NOT be removed. The freeze plugs where openings for the original production/casting of the engine block and are sealed.
It's underneath the hood, below the pistons. In order to reach it, take a wrench (special wrenches can be purchased online) and remove the engine block.

The Engine Coolant Temperature sensor is on the back of the engine, right in the middle (and unfortunately the most difficult place to reach!). It is mounted on the coolant outlet that connects to the heater hoses up on the firewall. It is connected by a single electrical harness and screwed in. I can't remember exactly, but I believe you can get at it with a 17mm wrench size. The same answer will apply for 1990-2005 Mazda Miatas.
Open the Century's hood. Follow the upper radiator hose from the engine to the coolant outlet housing, on the upper portion of the engine's side.Remove the bolts holding the coolant outlet housing to the engine, using a socket wrench and an 8 mm socket.Pull the coolant outlet housing off the engine, by hand. Shove a rag into the outlet housing to prevent debris from entering the engine.Clean the sealing surface on the engine and housing, using a gasket scraper.Remove the rags from the engine and coolant outlet housing. Start the engine and let it run until the temperature gauge reaches operating temperature.
New oil and a filter. Metric Socket and ratchet, and possibly a filter wrench if the filter was installed by an amateur who put it on too tight.

You need a 36mm wrench and a spanner/holding devise. The fan clutch is right hand threaded. You turn counter clockwise to remove.
the cool sensor is located under the throttle boby on the front of the engine. disconect the wiring harness and use a box wrench (19mm) to remove it

You need to bleed the coolant system--follow the upper left radiator hose to the engine block, get a 12mm wrench, with the car running, unscrew the nut with a hole on top and loosen it a half turn till coolant starts seeping out. Retighten nut. With the car turned off and engine cooled down, check coolant level in radiator and overflow tank.
