On both sides of the block, just above the oil pan, close to the motor mount brackets.
There is one on each side of the engine block just above were the oil pan bolts to the engine. The plugs are in the center of the block on both sides.
The 2002 Tacoma engine block will have two coolant drain plugs on each side of the block. The coolant drain plugs will be near the front and the rear of the engine block.

Ive never heard of draining coolant plugs except on a diesel engine . Once you drain the coolant and flush the system it should be fine

There are two engine block drain plugs. One is just above the oil filter and to the right a little. And the other is below the upstream O2 sensor. I'm not sure if all of the plugs are the same size, but I used a 14 on for my 2001 Malibu. Hope that helps. Also, the best way to get to the drain plug near the exhaust pipe and O2 sensor is to remove the drive belt tensioner pulley and remove the plug from above and not below.
