Look under vehicle along frame rail -- follow fuel line from tank
Currently, Chrysler minivans are built at the Windsor Assembly Plant, which is located in Windsor, Ontario, Canada. The Windsor Assembly Plant started manufacturing Chrysler minivans in 1983.
Chrysler started doing away with inline fuel filters in 2000. The filters now are part of the fuel pump in the tank and is not a routinely replaced part.

They did not have cabin filters back then. Most didn't start using cabin filters iluntil the late 90's.
In most cases, under the carpet of the trunk floor in cars. Under the rear of the vehcile in most trucks & vans. Inside a rear side panel of most minivans. and!!!! Under the middle of the vehicle on most Chrysler/Plymouth/Dodge minivans.. for some silly reason.
