The fusable links are ususally located about 5 to 6 inches away from the starter on the harness.
There is a fusable link located under the hood , driver's side , you will see a bunch of fusable links together its in that pile ,if you feel around you will find a loose wire on one end .Use test light to conform its bad both sides of the link .Once you found it cut it out replace with new link .NAPA $2.00

More than likely you will find it is not a fuse you have a problem with it is a fusable link in the wiring system follow the main power lead from the battery to the starter there is a small capusal like area in this lead if it is burned up this is why you have no power it is called a fuseable link if it is not in the main hot wire look at the smaller wires coming off the starter. they will have fusable links in them as well .
Electrical circuits are protected by: 1) Fuses 2) Circuit Breakers and/or 3) Fusable links
look on the firewall of the van under the hood at the harness behind the brake booster there are fusable links, that in case of an electric short the wire burns on the inside, and as a result you do not get the starter to turn over. use a test light, turn ignition on and test which wire has no electric continuance, once you find it you can jump the wire and the van will start. after you locate the bad fusable link i advise you to go to the auto parts and buy another fusable link to replace it, for safety purposes.

On driver side under the dash by door fusable links are in engine compartment on driver side by fire wall
