2 things. There is a fuse behind the glove box compartment. Remove the glove box and search around. I have found it not where it was suppose to be in there. 2nd, there is a resistor in the in the fan compartment for speed control. Sometimes this burns out and the fan wont run. If you turn on the system for AC on full then check the C pump in the engine compartment. If it engaged then the panel switches are probably OK.

The tail lights and dash lights are wired through the same power circuit on the f350. Check the light switch first, since the fuses are good. If the switch is ok then start checking the wiring. A loose connection somewhere is the most likely cause.

Could be a couple of problems, one lose wire in pig tail harness, but since you say its both back up lights it may be a relay switch when you place into reverse the switch does not respond to activate the lights
The fuse that protects that circuit is blown? The electric lift motor is burnt out? I dont think it's the lift motor since its going up and down with the key control, you just need a new switch for the car.
It sounds like the low beam/high beam switch is bad. Fuses are not the problem since they are built into the headlight switch and would cause headlights to blink or not come on for both high and low beam headlights.
Check fuses and relays. If you have power coming from the ignition switch but not getting to the starter there might be a bad fuse or relay or wire. Also make sure you have the wiring correct to the starter since you just replaced it.

I don't know which fuse those are but. I don know most of the time I have all of those out at the same time my igntion switch has over heated and needs to be replaced. After many many times of changeing the switch I put a relay in there that runs the power and konw that wire on the switch is the signal. Haven't had that problem since.
I believe all those thermostat controls are vaccuum operated. You may has disconnected a vaccuum line or perhaps just cracked one enough to lose suction. I had a similar problem with a similar job. What I did was forgot to remount the heater core door cable.
