Look to the left of your steering column where the hood release is. Behind the hood release is a small, plastic panel. Remove it, and the fuse panel is there and can be rotated down for access.

I have a 1995 and if you lift up the hood, it's in the far left corner near the interior. but, i don't think it includes the interior fuses......
there are three miata fuse boxes: two are located under the hood on either side of the engine, and the other is inside the cab, on the drivers door side, up and attached to the side panel. There should be a cover that snaps off and on, and spare fuses and a fuse puller in the cap.
