Feebas can be found on route 119 in Hoenn. You can either fish with a Old Rod, a Good Rod or a Super Rod to find one. They are uncommon with all rods, but the Old Rod Feebas will be level 15, the Good Rod Feebas will be level 25 and the Super Rod will be level 35.
