Time isn't a factor in emerald, you can catch them in the water near the weather center (only on 4 tiles, and you may have to fish).
The Super Rod is the only Rod that you can use to encounter Feebas in Emerald.
A long time - Feebas only appears on 4 of the tiles, and whats worse, the locations change randomly every day. (BTW, Feebas is in Mt. Coronet, the section where you go to a lower level and have to use defog. Theres a large section of water on the right - those are the 'tiles') In other words... use the GTS -.- Off-topic but if you happen to have Ruby/Sapphire/Emerald, you're better off trying to catch Feebas there, because the location doesn't change everyday (talking to that trendy phrase guy changes its location)

Actually, it's impossible to catch Milotic in any Pokemon Game. But, it's possible to catch its pre-evolution, Feebas. To catch Feebas in Pokemon Emerald, there is a complicated way. But, I know that you can catch Feebas in Route 119. Hope I helped :)

You can't catch a feebas in the Hoenn region. In the Sinnoh region you could catch it with any rod. It doesn't matter. :0)
To catch a Pheebas in Pokémon Emerald you must travel to Route 119. There are many tiles you can fish in here but Feebas can only be found on six of them. The tiles in which Feebas appears is random.

Feebas can only be caught in one place and tats the route south of Fortree, if you go onyoutube they might have it.
There doesn't seem to be an exact time to catch Feebas, they are just really really really hard to catch.
on route 119 there is a fisherman when you battle him he will have the feebas you can catch them right in front of where he is fishing unless you changed the catchy phrase in dewford town then its position will change
