Try contacting the Department of Animal Services and ask if there are any organizations that provide you with: spay/neuter vouchers to cover most of the cost and a list of low-cost veterinarians who honor those vouchers? I moved from O.C. to Riverside 3 years ago, and am in the process of spaying/vaccinating/caring for a ferral young female and her 6 female kittens. I have 2 done and 5 more to go!
