Nope. One is a relay, the other is a control module. The control module TELLS the relay when to operate.
Relay # 5 in the power distribution box in the engine compartment is the relay for the fuel pump and RAP module ( the power distribution box is " live " )

I believe that is in the relay box , in the engine compartment , BETWEEN the battery and the drivers side fender . The ( 2 ) larger relays are the ABS pump relay and the ABS main relay ( NOT the power distribution box / it's called relay module # 3 )
I was looking at the 1996 Ford Explorer Owner Guide and it shows : An arrow pointing to the passenger side of the engine compartment , for Engine compartment relay module # 2 ( it contains 2 large relays and 2 small relays and the front washer pump relay is the small relay at the bottom ) * I believe the relay box is actually between the passenger side headlight and the engine air filter housing , but I'm not a mechanic / technician , I just noticed there is what looks like a relay box there on my 1995 Ford Explorer
