You will need a workers permit because you are under 16 years old. You can get one from your school's office. You have the best chance of being hired at any Restaurant busting tables or at "Farm Fresh" or "Food Lion" as a bagger. Apply anywhere and everywhere. After a couple days pass by after you apply, call the store and ask for the store manager. Ask the store manager if they had a chance to review your application and if they want to schedule an interview. This will show interest and can be a huge plus. Also, ask some friends about their jobs. Employers love it when their employees refer their friends to their workplace. Just never give up.
Virginia has child labor laws. There are some occupations that are considered to hazardous to children. And there are limited hours that children can work. Check the state web site for details.
